بعد نياحة البابا كيرلس الثالث (75) خلا الكرسي لمدة سبع سنوات ونصف لم يفكر أحد قط من عظماء الشعب أو العامة في سيامة البابا بسبب ما كان يلتزم به القبط من دفع رسم قدره 3000 دينارًا
وإذ تولى الملك عز الدين أيبك الجلسنلير التركماني بعد زواجه بالملكة شجرة الدر، قدم الأقباط هدية في حدود 500 دينارًا، وانقطع ذكر الرسم المفروض من ذلك الحين
عُملت القرعة فأسفرت عن القس بولس الراهب الأنطوني المعروف بابن كليل المصري، وكان قد حضر القس غبريال الراهب قريب بطرس أسقف طنبدي طامعًا في سيامته يعضده في ذلك أولاد العسال، لكن الشعب كان يرفضه
وقد قام الأنبا يوساب بدور هام في تثبيت سيامة القس بولس الراهب، واتفق أخيرًا الكل على سيامته
تمت سيامته في كنيسة السوتير (المخلص) حضرها أول وزير قبطي يُدعى شرف الدين أبي سعيد هبة الله بن صاعد النايزي
قبل مبارحته الإسكندرية قام بتكريس عدة هياكل وسيامة عدد من الكهنة، ثم سافر إلى أديرة وادي النطرون كعادة البطاركة
اهتم بإصلاح حال الكهنة روحيًا، وألغى السيمونية (اقتناء الكهنوت بمال)
وقد تعرض لتجارب قاسية إذ قُتل عدد كبير من الأقباط في دمشق بعد موقعة عين جالوت وهزيمة المغول سنة 1259 م
